Addressing the Urgent Literacy Crisis and Promoting Workforce Readiness in Wards 4, 5, 6, 7, and 8

Washington, D.C., stands at a pivotal crossroads regarding adult literacy. Despite the District's reputation for cultural vibrancy and economic growth, a deeper reality persists beneath the surface: thousands of residents navigate daily challenges rooted in limited access to essential educational resources, literacy programs, and workforce readiness training—barriers that hinder their ability to share in the District's progress and opportunity. Fundamental adult reading, writing, and numeracy skills remain out of reach for thousands, particularly in Wards 4, 7, and 8, but also in Wards 5 and 6. Literacy is not merely an academic issue for these communities—it is a critical determinant of economic opportunity, personal dignity, and social mobility that impacts future generations.


The Washington Literacy Center with data support from Research Allies for Lifelong Learning, aims to address these challenges head-on. This report provides a comprehensive understanding of the literacy crisis, the strategic investments required to address it, and the WLC's immediate goal to equip learners with essential workforce skills to secure and maintain meaningful employment. By combining literacy programs with job-readiness training, the WLC seeks to break the cycle of generational illiteracy and create sustainable educational and employment opportunities for D.C. residents.
